James Cook University

AITHM Powerhouse Fuel Management

The Australian Institute of Tropical Health and Medicine (AITHM) at James Cook University (JCU) has been established. The institute investigates parasites and viruses, train public health and disease control workers, develop diagnostic and surveillance techniques for tropical diseases, and to investigate bioactive compounds with therapeutic potential found in tropical plants and animals.

JCU required high integrity power supply systems for this facility. In conjunction with NQ Petro and KAC Generators, a design and installation was performed to reliably maintain fuel supplies to their stand-by generators.

With redundancy and reliability in mind, Haz-Elec designed and developed a control system that provides everything from manual to fully automated control of system. The controller, developed by Haz-Elec, provides a comprehensive listing of alarms and alerts to troubleshoot any faults, advise any abnormal conditions, and logs every event to provide comprehensive diagnostics of system performance and demand.

Despite the relative simplicity of the refuelling systems, Haz-Elec can apply these technologies to any scale of automation application, including off site monitoring and technical support.

Caltex Australia

Cairns Wharf 7/8 – Refuelling Control System

As part of their Terminal Operations in Cairns, in conjunction with Ports North, Caltex set about to install a dedicated diesel refuelling facility from their Cairns Terminal in Draper Street to Wharf 7&8 along the foreshore. This was a complex solution as all services had to cross railway lines, roads, secured areas, along the foreshore whilst maintaining clearance and access to all drains with a final span over water to then be installed along and under the 200m wharf. An added complexity was that no infrastructure could be permanently installed above finished floor line of the wharf..… and the wettest Cairns June on record!

Haz-Elec was contracted by Caltex to install the control system along the entire route from terminal control centre to wharf. The control and dispensing system had to be removable from three refuelling points along the wharf, plus once connected, the system had to be capable of being powered up and function tested before becoming available with full Operational Safety without affecting terminal operations. All support systems along the foreshore and underwharf were stainless steel with corrosion interfacing.

Haz-Elec services that were provided in conjunction with this project include: engineering, project management, electrical and mechanical installation and detailed EEHA inspections. The project was completed on time, on budget and incident free.

Bamaga Airport, North Queensland

Aviation Refuelling Facility

Haz-Elec was contracted to provide the electrical power and control systems, working with NQ Petro as the principal responsible for installing the tanks, plant and piping. The pumping facility is multi-purpose, handling both package receipt of aviation fuels into the depot as well as delivery through dispenser and underwing hose reel. Dispensing is fully automated by account validation and transaction management systems. Underwing refuelling is through a bulk metering system with Operator Deadman control.

The scope of works included the full design and fabrication of a new Motor Control Centre followed by onsite installation and commissioning of all associated electrical equipment, cabling and support systems. Haz-Elec also provided a Hazardous Area Classification and full Hazardous Area Verification Dossier compliant to AS/NZS60049.14-4.2.

Haz-Elec services provided in conjunction with this project include: engineering design, project management, electrical installation, detailed EEHA inspections and statutory Hazardous Area audit of the electrical installation.

This project was completed remotely on time. Haz-Elec’s extensive Work Health Safety Security and Environment (HSSE) system ensures the highest standards of safety and integrity reasonable across all service divisions to ensure the project was completed incident free and compliant with NPARC’s HSE policies and procedures.

Glencore

Power Station Refueling Facility

The Lady Loretta mine is an underground mine located 140 kilometres north west of Mount Isa in Queensland. Mine construction commenced in July 2011 with ore production of around 1.2 million tonnes commencing mid-2012.

Owned by Glencore, one of the world’s largest natural resource companies, the ore from Lady Loretta is higher grade zinc than obtained elsewhere. This has improved the zinc quality being taken from the area in concentrate form. Ore mined from the Lady Loretta mine is primary crushed on site before it is trucked to their ore processing complex at Mount Isa.

Haz-Elec was contracted by Glencore in 2014 to provide all changes required to their facility management system for their Power Station upgrade. The scope of works included, but was not limited to: providing the functional specification of the facility management system, performing all programming changes as necessary in their Allen Bradley Contrologix PAC and their process visualisation within their SCADA system based upon Allen Bradley FT View SE platform.

This upgrade primarily facilitated the addition of a standby tank and second refueling circuit to supply a new bank of 2.2MVA generators with all supporting alarms and logged events. Supporting this, numerous functional changes were made to permit simultaneous operation of both tanks, auto-switching of tank and pump duties as well as circulation of fuel throughout the facility.

Haz-Elec’s people and products ensured total compliance with all of the mines process requirements and current best practices with fuel management systems from planning to execution, operation and commissioning.

BP Australia

Upgrade of Tank Overfill Protection Systems

BP has operated in Australia since 1919 and is one of the world’s leading international oil and gas companies. As well as being engaged in the exploration for and production of oil, natural gas, liquefied natural gas and petroleum, BP is one of the largest suppliers of fuel to Australia’s industrial sector.

The BP Fuel Storage Terminals at Cairns and Gladstone have 17 tanks with a storage capacity of 90 million litres combined. From these terminals, product is transferred to depots, business customers and service stations around the region and state. These terminals are an important part in BP Australia’s supply chain link, helping to maintain the safe and efficient delivery of BP’s national volume distribution.

Haz-Elec was contracted by BP Australia to upgrade their tank overfill systems in Cairns and install Gladstone Terminals to their new standard of safety system. The scope of works included, but was not limited to: removing the old system and installing the new Enraf system and associated cabling, with all necessary control equipment and mechanical adjustments.

Haz-Elec services provided in conjunction with this project include: project management, removal of existing tank overfill system and infrastructure, installation of the new Enraf system, installation of new cabling, cable trays and support systems. The project was performed providing a robust migration path, facilitating a high degree of process and operational safety.

Haz-Elec’s extensive Work Health Safety Security and Environment (HSSE) system, which was implemented in conjunction with BP Australia to ensure the highest standards of safety and integrity across operations, ensured the project was compliant with BP’s HSSE policies and procedures.
